It is Rudolph!! If you hear the full song (at least the original) on the radio, you'll get the intro:
There's the little descending chord/scale thing, then it goes into the prologue

Ok - I'm not giving you guys the year, but the intro chords are something like this:
E7Sus 4 and E(7?) for a bar each, all over an E bass/drone - this is repeated a few times afore the vocal comes in.
It's by XTC, it's very nice, and there's (arguably) an even better, and very playful version on Fuzzy Warbles.
